PURPOSE:

1.     Help enforce a drug-free educational program;

2.     Deter student use of illegal and performance-enhancing drugs or alcohol;

3.     Educate students regarding the harm caused by the use of illegal and performance-enhancing drugs

SCOPE:

The district requires testing of any student in grades 9-12 who chooses to participate in school-sponsored extracurricular activities.

Any student participating in these activities may be subject to drug testing at the beginning of each school year and randomly throughout the school year for the presence of illegal drugs.

COVERED ACTIVITIES:

School-sponsored extracurricular activities for which testing is required include all school board approved extracurricular programs.

RANDOM TESTING:

Random tests shall be conducted on as many as twenty-four dates throughout the school year.

Up to thirty percent of the students participating in extracurricular activities shall be randomly selected for each random test date.

The drug-testing laboratory shall use a random selection method to identify students chosen for random testing.  Students shall not receive prior notification of the testing date or time.

COLLECTION PROCEDURES:

Personnel from the drug testing laboratory shall collect urine samples under conditions that are no more intrusive than the conditions experienced in a public bathroom.  Samples shall be produced by a student from behind a closed restroom stall.  A district employee of the same gender as the student shall be present when any samples are collected.

USE OF RESULTS:

The results of the drug test are confidential.  Students with positive drug tests results will be referred to the appropriate Midway High School Administrator and consequences from the Extracurricular Discipline Management Plan will be applied.

POSITIVE TEST RESULTS:

Upon receiving the results of a positive test, the District shall schedule a meeting with the student, the student’s parent if the student is under the age of 18, and the coach or sponsor if the extracurricular activity to review the tests results and discuss consequences.

The student or parent shall have three school days following the meeting to provide a medical explanation for a positive result.  The student or parent shall have the opportunity to request a second test from a certified laboratory at the student or parent expense.

Implementing this program is intended to send a message to the students that we do care about them as individuals and what they do to their bodies.
